ANPR's Krumenaker gives testimony on FLASH Act

(March 11, 2025) — To the U.S. House Natural Resources Committee Subcommittee on Federal Lands on Tuesday, retired Big Bend National Park and Rio Grand Wild & Scenic River Superintendent Bob Krumenaker gave a statement for the record during its Legislative Hearing on HR 1820 (Rep. Ciscomani), Federal Lands Amplified Security for the Homeland (FLASH) Act.

Krumenaker spoke on his own behalf, as well as that of a representative of the Association of National Park Rangers and the Coalition to Protect America's Parks.  This proposed Act aims to expand federal contracts and other authorities to increase border control.    

In his testimony, Krumenaker highlighted particular areas of concern in the verbiage for the FLASH Act. He said:

"Title I of the FLASH Act provides an overly simplistic, one-size-fits-all approach that is neither needed nor cost-effective at Big Bend and would potentially do lasting damage to one of this nation’s most spectacular and loved landscapes. I cannot speak with authority about other sectors of the border, but I would urge the committee to consider a different approach. I am particularly concerned with sections 101, 102, and 104."
